Lt. James Macintosh says the Cedar Grove man was snoozing in the driver's seat of a van with its motor running, lights on and music blasting. He says Chellis was in a red shirt, red jeans and white unsettled neckline.
Mac says Chellis appeared befuddled in regards to where he was and had an open container of brewskie in the auto. He was issued a summons and discharged to a relative.
